For quite some time, we have been witnessing an increasing tide of adopting local content as a critical tool in addressing the capacity gap in resource rich countries. A few countries have gone a step further to believe that local content could be a panacea for their poorly performing economies. As a result, some of these countries, without even identifying their current capacity and defining their position, would lay down unusually high local content requirements for the International Oil Companies to abide by. The existing cloud of mistrust between governments and foreign investors stands as a major reason as to why these two parties find themselves in a tug of war. Some host Governments have had the tendency of seeing the IOCs as looting vehicles that always look after a windfall profit. On the other hand, the IOCs, at some point, may see the Government as a potential threat that could drive them up the wall.
